According to Espresso Pundit, Democrat Arizona Congressman Ed Pastor sent out a franked mailer, that is a mailer at taxpayer expense, designed to coincide with the early ballot process for the Phoenix City Council Elections. Ed Pastor's daughter , Laura, is a candidate for the Phoenix City Council and the council district she is running for is entirely within her father's congressional district.
